Society does this type of thing all the time... I might be more mature at age 20 than most are at age 22, but they can leagally drink and I can't... same goes for voting, millitary, certain crimes, etc...

We're always putting 'a year on it'.

Disclosing concussions would do more harm than good.

More players would hide them in college, creating a bigger safety issue.


Then there are HIPPA regulations.
