Old Joe also went way off the radar.. I took it as, all of the other loops were being closed before young Joe because the Rainmaker was sending them back prematurely, but Old Joe had gone completely off the radar and the Rainmaker wasn't able to find him as quick.
As for the plot holes, the whole time travel thing is pretty messed up, how did the Rainmaker become bad without Old Joe killing the mother, if he was destined to become bad to begin with if you are to believe this, then Joe is just a dumb retard who killed himself for nothing.

Right, if he was going to be bad anyway, without old Joe killing his mom, than Joe killed himself for nothing at all.
If Old Joe was the reason he became bad, he would've known who the rainmaker was the whole time right?
Also why didn't Joe just shoot off his right hand? It would've made Old Joe drop his gun and he could've run up and killed him
