Thats why I questioned it the first time and you stood by it so dont act like you were trying to be ridiculous. Its a joke alright but it wasnt meant to be.

Ok. Yes, I was serious. Several hundred dollar tax on dog species, and in addition to that, a tax, on dog hunting properties only. I'm that far left. Perhaps, we could not only have a land fee on dog hunting properties, but the penalty for dogs caught on other properties, would be forfeiture of the dog hunting property to the adjoining property owners. That would eliminate any future potential problems, since that landowner would have shown he is incapable of leasing to responsible individuals.
