what does talking to the NCAA have to do with any possible criminal charges?

Doesn't matter. The NCAA isn't law enforcement.
If they simply "believe" what Shapiro says without any other evidence, nothing can or will happen to the former players.

So basically the NCAA wants former players (many of which played a decade ago) to rat on the school or they will believe everything that came out of Shaprio's mouth, despite being a proven liar????
The NCAA is a joke and anyone who actually thinks Miami is getting the "death penalty" is living in a fantasy world. The school has cooperated with the investigation and they've given up TWO bowl bids already.
They'll get USC-like sanctions but nothing that will destroy the program.
