Vegas lines have no intelligence. They are dictated by the masses betting.
If some OT baller drops 6 stacks of high society on the over 40 and -2.5 LSU, then the line moves to under/over 41 and -3.0 LSU.

They are not truly free moving. The lines are set inititally and adjusted subsequently as bets come in. They dont just have a standard line for all games they put out and watch it move. They have to make the line attractive to both sides, which means more bets.
So yes, there has to be some intelligence involved in creating lines.

Not quite hoss. Ever heard of reverse line movement?
Also, while Vegas is in it for money, they clearly have a reasoning for putting the over/under at 40 while LSU is favored & it's not bc they think LSU will score 13 points.
