It's being held up by the Giants. Funding and everything is apparently ready to go, and the Giants won't let it be built because apparently at some point, San Jose was deemed their territory. So they have to rescind it, which won't happen, or 23 of 30 owners have to ok it, which probably won't happen.

San Jose was deemed Giants territory back when they played at Candlestick because it was a relatively short drive up the peninsula. Oakland was deemed to have the East Bay due to the difficulty of getting to Candlestick using the Bay Bridge. However, when the new ballpark got built right by the Bay Bridge the inconvenience for the East Bay fans decreased such that the Giants seriously ate into the A's designated fanbase with their nicer ballpark, and better teams. It's kind of chikenshit of Giants management to hold up the A's new ballpark by claiming fans for whom they have made it less convenient to attend games while cutting into Oakland's designated area.

The current owners of the Giants obviously don't care that the Haas family helped keep the Giants in San Francisco despite the Giants being competition for the fans. Their personal investment is more important than the desires of the fans.
