Is Goodell really to blame?

Don't the owners have absolute authority on labor disputes such as this one? Isn't Roger Goodell simply an ambassador to the owner's wishes?

plenty of heat is getting directed at the owners for this. Goodell is still a part of the system that isn't getting this shite done.

Goodell has more power over the owners than you think. They chose him for this job and he can pressure them

And the way that this has been handled is not good. They need the face of the NFL to have a press conference and admit fault. They need him to expedite the labor negotiations. They need him to stop acting like he is all powerful if he isn't all powerful.

Goodell is the face taking most of that heat though. So the owners don't have to yet. A re-focus of anger would put more pressure on the people who won't pay a little extra for quality officiating.
I'm not saying Goodell is blameless, but putting the majority of the focus on him is exactly what the owners want.

They can choose to remove him from the job too.
What pressure can he really put on the owners? If they don't want to pay the extra 3 million, they aren't going to do it. Goodell represents them, but it is up to the owners/management to make a deal or not.

This of course is why everyone is so mad. The League seems so hypocritical after all the off the field suspensions/fines, bounty-gate, and the much harsher fines/suspensions for illegal hits to allow such poor officiating. There's the health risk, and after last night people don't believe the legitimacy of some results.

You're spot on. As long as the fans keep watching and going to games, buying merchandise and spending money at stadiums, what incentive do the owners have to give the officials more money? None. The owners have a nothing to see here attitude and are perfectly fine with everyone bitching, wrongly, at Goodell. They are still making bank and I honestly don't think they could care less about what is taking place on the field,

If you are suggesting the commissioner of the NFL is simply a figurehead position, then you are extremely incorrect.
Obviously, the owners play a large role in things like labor disputes. However, Goodell is only valuable if he leads the owners down a prosperous, well chosen path. If I were an NFL owner, I would be seriously reconsidering whether Goodell is in over his head. The decisions he has made in the last 12 months alone have been horrible.
That fact that 90% of the talk about the NFL has been about things other than the game itself over the last 6 months (bountygate, concussion related news, referee labor dispute, replacement referee debacle) should scare the hell out of every NFL owner.

This is a labor dispute though. The owners are the ones employing the referees, and it is they who decide to pay the extra 3 million or not. Goodell has the power to be a regulator of activities such that you keep a level playing field for all organizations. He however doesn't get to decide what the owners are going to pay employees.
ETA: Roger can certainly try to push the owners to make a good decision and end this nonsense. He can't force them to do it however.
