I think legitimate issue is the condition of the infrastructure that must endure the storm. How antiquated or deteriorated are the poles and connections? How vigorously is the vegetation control program carried out and how much opposition is there on the part of preservationist who don't want trees touched at all? How much should be spent to "harden" and/or modernize the system so that it can withstand storms?
I still maintain that one issue had to do with communication to the public. I have not doubt that Entergy employees worked hard to restore power, but the information coming from the talking heads, Rice and others, was not what is should have been, imo. It also pissed me the frick off when Rice said that he understood that customers wanted their "creature comforts" restored.
