If you are on a budget you can get a used 870 at any pawn shop for cheap. Good gun and will go bang everytime you pull the trigger.

Any pump shotgun. If close enough it will not matter the shot size, where ever you hit them at they will go down.

Start with a Police 870. If your budget permits, buy new. You can pick one up between $450-$700 depending on options.
If you are trying to get the best deal, search Gunbroker for a used Police trade-in. There are several dealers on there that get returns from an agency and put them all up for auction between $250-$350. I picked up one for $250 last month and just added an extension tube and an aluminum follower. Later on I will do some other stuff to it.
Make sure when looking it says Police Magnum and not just a police trade-in. You cant beat those guns.
