I've wondered the same thing. Whatever it is its going to be something the characters believe is magic but we, as readers, will know the logical explanation.
Kind of like how the iron born believe the drowned men are magically reviving others but we know they're just doing CPR

It's an actual island that floats around and moves, and no army has found it to conquer it. I find it strange, though, that Robb sent the two girls there to contact Howland. How do they know where it is?

This is what I thought initially, but in a world with dragons and other magic an island that happens to float around isn't really a huge stretch.

If the name crannogmen is anything to go by, crannogs are artificial islands or something.
Here's the wiki entry
A crannog[1][2][3][4][5] (pron.: /'kræn?g/; Irish: crannóg ['k??an??o?g]; Scottish Gaelic: crannag) is typically a partially or entirely artificial island, usually built in lakes, rivers and estuarine waters of Scotland and Ireland. Unlike the prehistoric pile dwellings around the Alps which were built on the shores and were only inundated later on, crannogs were built in the water, thus forming artificial islands. LINK

I definitely took it as houseboats strung together or designed to fit together.
Hmm, the Crannogmen are short, eat frogs and lizard lions, live in mobile homes in the marsh. . ., does this sound vaguely familiar to anyone else?
