A friend of mine who does some graphic design says "it's comic, and a sans, but not exactly comic sans".

Already on a transparent background and ready to use.

Here's another one on a white background...
I doubt there's a particular font being used for this since it's been on there in the same style for a while. It looks like it may have been hand-painted by a professional sign/window painter and then turned into a stencil or decal.
