Given the gravity of the situation and the sheer number of people who were apparently actively covering up for this horrific scandal, I don't think Mark Emmert would be unreasonable in issuing the death penalty to their program.

I think they should hold off on everything, until after the President, VP, & AD go to trial

I think they will as well. EVERYTHING will become public record and then the NCAA can rule.
But to say that Penn State didn't violate any bylaws, rules, etc. is asinine.
