I think what people mean when they say with out the B1G ND would be screwed is because with out them, they'd be playing more Navy level teams. If they are playing Texas and OU, it will wash out of course.

ND should join the big ten and the big ten keeps 8 conference games and ND gets to play Navy and USC and rotate in BC and Pitt and Army and play one rent a win each year. With a big ten schedule they'll have about 4 winnabel games each year and 4 tough ones.
If they join the big 12 expect a rotation system so they don't play Texas and OK every year and they keep Purdue, Navy, USC,and MSU on the schedule permanently and keep Michigan on a rotation. Four big 12 games rotated; USC, Purdue, MSU, Navy; as permanet rivals and four games with Michigan and BC rotated in with some patsies like Army and so on. At least four games will be patsies including two from teh big 12 and two out of four rotated teams.
