Sorry - I'm an attorney - "up to" 15% or "up to" 30 days is not the same thing as 15% or 30 days.
1 game might be sufficient, with the next 1 being a year, the following 1 is "have a nice life".
Let's not make more out of this than it is. Is what they did (if accurate, synthetic weed, which is a terrible marketing campaign for a terrible product) better, worse or about the same as Cliff Harris?
