you can buy points to move the spread in your favor, which will reduce the payout.
retard example:
Team A is -7 vs Team B. you bet $10 to win $10 if Team A covers the spread.
You can "move the spread" to -6.5, and bet $10 to only win $9.50.

reduced juice means they'll reduce the %.
