Slick Stick or whatever did say "blackout," but he meant that ABC as a channel would not be offered by Cox due to a contract dispute.
NBC was blocked by Time Warner here in Austin for a good three weeks until a deal was reached.
However, ABC will be shown by Cox and every cable provider in Louisiana this weekend. Contract disputes between ABC and Cox may occur in the future, but not this weekend or even this month.

You do know there is a thing call an antenna? Even if your cable company was in a contract dispute you could simply plug in a tv antenna and you would be good.

You're close, boss. It is a digital converter box you would need to buy in order to get the digital over the air channels. They cost $55 at RadioShack.
If Cox were to block ABC over a contract dispute (again, they're not), RadioShack would make millions this weekend in the BR area alone selling those things. Cox would get their cut too, believe me.
