To move the proposed hard cap number up to the current soft cap number
This is going to be a long negotiation
We are talking about two different things here: if the owners insist on the hard cap right off the bat then a counter is void contracts and start over with a higher hard cap
If the hard cap is phased in then existing contracts remain and new deals are done with the new rules in mind

Kobe currently makes more than half of their proposed hard cap with his salary continuing to go up.
