What made Russell Shepard a 5* vs. Jerrard Randall's ranking?

Just watched Jerrard Randall's highlights and it immediately brought to mind Russell Shepard's old highlight reel. They seem to be very similarly skilled athletes with nearly identical height, weight, and speed coming out of HS. Shep may have shown slightly more elusiveness as a runner, but Randall's arm seems to be better than Shep's.
It struck me as interesting to realize how little difference there could be between the talent level of two players, but how large a difference in the expectation level of these prospects in the eyes of the fanbase due to their ranking and the hype that comes with that. Most of the guys on the Rant may not have even heard of Randall since we're in the middle of baseball season, final 4, etc, whereas Shep was anointed as the second coming the day he committed to LSU.
Or am I underestimating how unreal R.S.'s highlights were? Comparing these two guys just seems to highlight how recruiting rankings can really skew the expectations of a fanbase.

Russell Shepard had a 10 minute highlight video and all but like 3 plays were touchdowns. It was disgusting.

Russell Shepard was a 5* recruit because he kept defenses on their heels. His pass or run threat kept most defenses confused. This is a strategy that Crowton chose to ignore. Someone should have told him the Wildcat formation is only effective when there is a threat of the pass and not 100% run only. God it feels good to say that Crowton is gone.

Randall is a much better passer than Shepard was. Shep is a better overall athlete, but Randall is the better QB.

I like RS and really wanted him to be a QB, and I also think he could have stayed at QB and been successful, however, I think the biggest difference between the two is that Randall is a little thicker than RS, and has a cannon. I'm not sure if RS had a strong arm, I thought he looked good in that spring game a few years ago, but I know he doesnt have a cannon like this kid Randall... Randall won longest ball competitions while being recruited and I have seen him listed as throwing a 76 yarder and 81 yarder in the Joe Montana camp... Many of his recruiting evaluaters said Randall had the strongest arm of all QB's in the 2011 class...
I love it we ended up with 3 QB's this recruiting class, and if Randall doesnt work out at QB he could easily end up at another position

Randall is probably the better QB out of highschool.. but Shep was undeniably a 5* athlete.. still is too 
Just gotta get him the ball.. hopefully he finds his identity.. whether he is a deep threat or a crossing route kinda guy, doesn't matter.

RS had more dynamic playmaking ability...I don't think that can be argued. Also, he played in a fairly tough conference from what I understand and still made everyone look silly.

Could've been the lack of great qbs the year shep came out. There were a few but I think there were more top tier qbs this year.

obviously RS had and still has great character, which may have lent itself to his ranking, while the opposite may have worked against JR. I think I did underestimate what RS did in high school compared to JR though, and the level of competition that RS faced.

Shep was much more explosive and played in 5A in Texas. Randall has twice the arm though.

These are potential college students and brains, too, has to play a part of the evaluation. Shep was an honors student and Randall barely made his ACT score on a second try.

Shep's last game was a 55-48 playoff loss to a strong Copperas Cove Team. Hasaan Lipscomb, Cy-Ridge's star running back, was injured in their playoff game the week before and did not play. Shep tried to win the game by himself passing for 227 yards & three td's and running for 311 yards and three td's. LINK
Randall may have had similar statistical games but they weren't against a 5A team that lost to the eventual 5A state runner up. LINK
