Siegen Lane, Food court (Mall of LA) and Millerville...why so few locations for a mid sized city like Baton Rouge?

LSU union, but I get your point. If somebody owns the right to the territory it can be very hard for another person to open one.

Also Food court at cortana. 5 locations if you count LSU. I think Lafayette has 2 for comparison, but they may have another or two that I'm unaware of.
They don't have a lot of locations in really any city that I can think of.

man that siegen exit kills me everytime. whataburger and chick fil a 
everytime i've stopped and gotten down at the chick fil a there is always at least one 10/10 in there.
