Both would be my ideal coordinators on both sides of the ball. As HCs will be good but not great.

Edit: Phillips just seems lost sometimes IMO. Of course this could be slightly slanted as I have to listen to Cowboy fans tell me how terrible he is on a daily basis.

I would have to say Philips. reason being is that I know Turner might not be extremely successful I have seen him coach a team to win a game. All I see out of Phillips is that his decesions have actually coached teams head first into a loss.
