What are some schools that are pretty irrelevant right now, that could become a solid program in the future by being built up?
i.e. FSU, VT,
i.e. FSU, VT,

FSU still recruits really well and once they get used to post Bobby Bowden era I think they'll be fine and start to get back into BCS relevance.
VT opened this year in the top 10, i wouldn't call them irrelevant.

From the Pac-10...
Stanford. Check out the classes that Harbaugh has been putting together since he got there. He's recruiting really well and is a pretty good game day coach too.
Washington. Of course I'm biased, but I think Sarkisian is turning things around. He landed a top-15 recruiting class last year and is set to land another top 15 class this year. A little momentum built this year with Locker as a senior, another great recruiting class next year, then $250+ million worth of a new stadium and facilities set to be done in 2013 and Washington could be on its way back to where it was for the 25 years prior to 2002.

I've thought for a while that given a pretty impressive recruiting base, Pitt should be contending for conference titles yearly and popping into the national title conversation at least once or twice a decade.

pittsburg has a decent amount of potential. and they're on the right track. they've got a good coach and a solid basae of instate talent.

Anyone say Memphis yet?
Memphis has as good of a shot as any other non-BCS team to be good. Look what they did with DeAngelo Williams. If they could lock down the Mid-South recruiting, they could have pretty good teams consistently.
A lot of people are excited to see what Larry Porter can do for the program!

I feel like if USCe gets a big name coach when Spurrier retires they could be a sleeping giant. Kinda like LSU was when Saban came in from East Lansing.
There is sooo much talent in that area and if they got a hot shot coach who could keep that talent at home they could def take the next step.
This is no disrespect to USCe, they got a great thing going in Columbia and already have several freshmen who will impact this year, including perhaps the best frosh in the nation. I just think SS might have hit his ceiling, but then again they have a good shot a challenging for the East this year.
