it might as well not be on ESPN3 if people in Louisiana can't watch it on there IMO

That would be because CST owns the rights. Since they aren't available outside of the gulf region, it's not blacked out elsewhere.

They have to in areas that carry CST. CST bought the rights for the regional. There was a thread earlier on how to get around the blackout. You have to use a proxi-server so it looks like you are outside the CST footprint. Look on page 2 or 3 for the instructions...
