Yes but is it better to heavily invest in freshman who will likely test the free agent market again before they contribute to the team or to invest in portal players that have experience, film and are ready to contribute now. Every P5 university has the same $20.5 million to "profit share" with their athletes. It's up to the staff to build out the roster the way they want.

Also, the schools with the most brand recognition have additional third party NIL deals to their top players. (Canes, Nike, Puma, Amazon, Etc...)

Waiting doesn't always mean more money. Ask Niko!!! Everyone is working off a budget. The longer you wait, the less money that is available in the budget and the fewer options you have because deals get made and the budget cap fills up. It's like musical chairs... If you wait too long, you are left standing with the small bag. This is not "money under the table". This is a business that must run off the budget money for that year.
