Anything you have heard to this point said he was going to Washington, but they've signed some other free agents since then so they might not have the $.
Then again, you don't know that Russell wouldn't restructure his contract for a team that's clearly not as dysfunctional as the Raiders.. you know, a team he actually wants to play for.

He was the #1 rated QB among BCS conferences his last year. I'd say he had talent, serious talent.
His problem was, and continues to be, work ethic.
