The oil industry uses a lot of pipe. Hell they could just take the legs off of a few jack up rigs and weld them together.

I was thinking it could go out on multiple boats, in sections and be welded together and placed with boat based cranes.

The drill pipe from the rig to the ocean floor and was obviously at least a mile long. Also, the "riser" connecting the drilling vessel on the surface to the blowout preventer stack on the ocean floor is also a mile long "pipe" held vertical by the surface vessel. The length of pipoe required is not a problem, and BP is currently tryinhg to use this exact solution, it just takes time to assemble the pieces needed.
