What laggards will people be selling off today for tax purposes? What ones should I scoop up on to make a quick few bucks.

Really? In a taxable account? You must be smoking something I need.
One can sell a holding with either a short or long term loss and replace the security with a similar investment that does not breach the wash sale rule, this is easy to do with index funds or ETF's. Tax loss carry forwards are valuable, especially for those that are in higher tax brackets or expect rates to increase in the future, and one doesn't lose exposure to equity classes doing this. If, or when, the new security appreciates one can sell in the future with zero or minimal tax impact. I don't understand why anyone would not actively participate in this activity when managing a portfolio, otherwise they may be disincented in the future to sell highly appreciated assets due to embedded gains.

BUY Gold, Platinum and Silver... Trust me.. That shite it about to go out the roof... I bought a lot of Gold and Silver between 1999-2003 I paid about $290/ounce for gold and about $6/ounce for silver.. I have a lot of gold and silver 1oz bars and coins. Now gold is about $1200/oz and silver is about $19/oz.. I have made over $200k in my investments... I still buy gold and silver, just not as much do to the price, but silver is still low enough to get a lot of it for a reasonable price.. Buy Buy Buy... Silver will hit over $100/oz in the next year or so..

I've always thought Silver had the opportunity to "slingshot" past gold, but why do you suppose it would ever get that high?
It would seem that it would only get close to being that high with a total economic collapse and hyperinflation
