If you put it in Portland it would have to be

Definitely San Antone. They were trying hard to get the Saints to move very recently, after all. You might get some of the Austin market as well, it's less than an hour up the road.

LA is the 2nd largest major metro, should have an NFL team, the lack of which since Raider and Ram departures, along with UCLA's slide post-Donahue, U-Dub instability, and ASU/Az inconsistency..
Has created an Entire Bandwagoning Left Coast for USC, which admittedly is one of college football's all-time kings, but was napping a bit.
Sure, USC would've arisen back to it's place in college football's hierarchy, but without an NFL team in LA, it's naive to think that all that undivided media attention hasn't been huge in their storyline this past decade.

Because it's the second largest metro area and they don't sell out every game, that means blackouts for the 2nd largest market. That's not a good sign when you want to sell advertising spots.
Also, with a team in LA, teams can't hold cities hostage for new stadia, etc.
These are the primary reasons that I think that the owners and commish really don't want a team there.

I think the people of LA are hungry and ready for a franchise again. It would sellout and do well for at least the next decade. Give LA-SD and LA-SF/Oak those regional rivalries they love again..NoCal-SoCal..etc..
Even the Dodgers, Lakers, UCLA Hoops, USC Foots,etc..have had some ebb and flow, then re-energized their fanbases with new eras.

How do you figure that LA is one of the worst sports towns? The Dodgers are #2 in attendance in MLB. The Lakers essentially sell out every game and are #8. The Kings are #11 out of 30 teams even though they have been bad for years. We are the only market with two MLS teams and the Galaxy typically lead the league in attendance even though they have by far the highest ticket prices.
What LA isn't about to do is stuff the pockets of NFL owners with public tax money which is what they want. There are smaller cities that are much more desperate for something to do on Sundays than LA that would gladly vote to have their taxpayers fund a stadium. They can have it. I disagree with your reasoning, but I do like being able to see so many doubleheaders on Sunday.
But if you mean by one of the worst sports towns that we have more people that would rather be outdoors participating than watching on weekends I can agree with that. If you mean that more sports are popular here than other places, including beach volleyball, surfing, and x-game sports, then I agree with that as well.

Realistically speaking, I'd say San Antonio. The media market is huge. However, the untapped south Texas area is busting at the seems in the Rio Grande Valley and Austin in the CenTex area is doing the same. This would probably not effect Jerry Jones' Boys' one bit, and nobody REALLY gives two shits about the Texans.
The Alamodome is already fit to be used. Some renovations to add luxury boxes would probably need to be done, but not much else. Granted, it would lack the amenities of the newer stadiums, it is located right next to downtown SA, enetertainment could be built right outside the stadium near the train station, etc. It seats around 65K, so that might need some work.
Either way, economically speaking, it sounds like a pretty good plan.
The mexicans would want the name to be spanish, so frick it. Go with the USFL throwback and call them the Gunslingers. Because we know that name would certainly fly in the politically correct-America.
