Why wouldn't every team want Michael Vick

Why wouldn't every team not want to sign Michael Vick to a 3 year contract. The pro's outweigh the negatives. Lets get some of the negatives out of the way:
1. He is a distraction
2. Lost a step and can't play QB or WR.
3. Can't catch and and can't play WR.
4. looses the ball and can't play RB.
5. Very inaccurate and can't play QB.
positives:
1. All the talent is still there and he plays QB at the same level as before.
2. Speed is there and he becomes a very good RB.
3, Hands better than expected becomes a dynamite WR.
With next year most likely bieng a uncapped year if he is horrible then he gets cut. If he is still good to great then even teams with a great QB could trade him to another team that needs him. If Cassel can get you a high 2nd rounder then Vick could do the same if he still has it. If Vick still has the Talent the teams like the Vikings, Redskins, Cowboys, Jaguars, 49ers, Rams, Bills, and many others could be interested.
I know it would be a media circus and people will try to say teams don't want bad publicity but it gets them closer to a Super Bowl either with him of by trading him then the risk is worth it.
A few years ago the Cincinnati Reds signed Josh Hamilton who in one year was good enough for the to trade him to the Rangers for Volquez.

He's not all that great of a QB and plus you don't want the backlash.

He killed dogs, which is much, much, much worse than killing a human being.
It doesn't matter if he shows genuine remorse, works with the Humane Society, and donates a portion of his check to animal shelters. It doesn't matter that he's paid his debt to society.
You can not ever, ever kill a dog. Only the lowest creature ever to walk the earth would do so.
He should never be allowed to breathe again.

I still think the level of backlash is overrated. I'm still amazed that PETA is being so short-sighted over the whole dog thing. They could have leveraged America's disgust with Vick to further anti-meat sentiments, which is their ultimate holy grail (IE: If what Vick did disgusts you, look what the chicken in your sandwich went through, etc.). frick - PETA kills more dogs than just about any organization in the USA.
Instead they basically tried to cook the goose who laid their golden egg. I'm not convinced that there still can't be a huge Vick/PETA reconciliation and public service spots, prominent volunteering campaigns for the SPCA, etc.
America loves a comeback and the market is there IMHO. Maybe the owner of the team who signs Vick can allow the SPCA and animal groups to sign up volunteers outside the stadium every Sunday, etc.
The time to stop hating on Vick and start using his experiences for a POSITIVE has come.

In a year or two which teams would really need him? I don't think it's a matter of want.
Dolphins? Texans? Redskins? Vikings? Seahawks, to a lesser point. Unless Hasselbeck comes back strong this year and holds up.

Jim Mora in Seattle closes that door.
I think Chicago would be a great fit for him and I haven't heard that thrown around much. Yeah the Bears signed Cutler but they don't have a whole hell of a lot else to scare you.

But if he can show that he's better than someone who is holding a roster spot, a team should jump on him with a quickness, as he will be available for cheap.

He wasn't that great his last few years and taking the amount of time that he took off plus just generally getting older is going to hurt him a ton here. Now add in the fact that so many people think he is a trash ball (rightly or wrongly) and you have a guy few want to take a chance on........that said, someone will though eventually.
