First of all he was a Biden hold over. Secondly it was a 4 year billet that he has been in longer than 4 years. Are you for career military generals being in 30+ years and not retiring?

The best part is the OP is prior military and knows the avg billet in the military is 3 years and that generals work for the SECDEF and President.
