$28,000 vanishes from small Texas town -- another internal audit FAIL

For those who don't think internal audit plays a crucial role in government finances
In a town of 866, how did they think this wasn't going to bubble up?

Campbell Mayor Ken Padilla confirmed to Chron on Thursday morning that approximately 150 unauthorized credit card charges have been recorded between 2024 and 2025, totaling roughly $28,000.
quote:
s of Thursday, the city has yet to identify the person responsible for the charges. The investigation has been turned over to the local law enforcement, Padilla said. The mayor declined to provide further details, citing the ongoing investigation.
Trisha Lowery, city secretary for Campbell, who was hired after the misappropriations occurred, did not immediately respond to Chron's request for comment. Records show the spending ranged from unusual to routine.
Of the $28,000, more than $5,000 was spent on TikTok Shop, and an additional $5,000 on GLP-1 weight-loss medication like Ozempic, as first reported by Fox 4.

A breakdown published by eExtra News indicates additional questionable expenses. The publication cites that, in addition to the TikTok and GLP-1 purchases, about $11,200 was spent on suspected personal retail, $2,600 went to Verizon Wireless, $1,200 went to Spectrum, $1,200 went to Shady Grove Water, $1,300 was spent at a Greenville car dealership, and $350 went to a Greenville gym, in addition to other charges.

It appears other residents have started to voice their concerns publicly. "Why won't the city name the two people responsible for the at least $28,000 in unapproved expenditures?" one resident commented under a City of Campbell Facebook post yesterday.
The Campbell City Council is currently composed of Mayor Padilla and five councilmembers: Sharon Monroe, Tracey Bowman, Bob Sutherland, Charles Herring and Amanda Molnar. Campbell, located in Hunt County, has an estimated population of about 866 people, according to the Census Reporter.

another internal audit FAIL
Without knowing anything else about the City’s financials, hard to know if it’s an audit fail or not.
$14,000/year may not be all that material in a financial statement audit if spread across multiple smaller transactions.

financial statement audit
A financial statement audit is not designed to detect fraud. It is specifally spelled out in the engagement letter.
Internal audit? that is a different set of procedures and detail and thresholds.
Doubt a town that small has an internal audit function.

Assuming original poster is using “audit” to encompass all the various types of audits, lol, because there’s no way a town that size has an internal audit function.

Definitely. Some states have legislative auditors or others that come in and audit looking for fraud and misuse.

Happens alot.
These small Louisiana towns never put them in jail. Multiple accounts of this happening and its absurd IMO

“Internal audit” loosely used
Someone has to pay the credit card bill, you’d think they would have a look at the transactions on each monthly statement before submitting payment. Hell, maybe that’s who is behind all of this — come on down Trisha Lowry.

"I cannot tell you one way or the other who made these transactions. Obviously, we all have our own opinion on who did them and how they transpired," Lowery said during the meeting. "There has to be some sort of individual identifying information that says this person used this card." More than $5,000 was spent on weight-loss medication, while there were 70 purchases made on the TikTok shop. Thousands more were spent at Verizon Wireless, Best Buy, Expedia, a tire shop, and various grocery stores, per an itemized list reported by Eextra. There were more than 140 purchases made, and Lowery said there may be more charges that are still undiscovered, explaining that the investigation will be turned over to law enforcement.
Hopefully the cops were not part of it.
Using the credit card number, places can either pull up video of the "in store swipe" or the quickly provide address to where the products were delivered... same with Verizon, TikTok Shop, and other places... especially the tire shop.
This seems like a slam dunk case, shady that they have not announced anything.
