Without knowing anything else about the City’s financials, hard to know if it’s an audit fail or not.
$14,000/year may not be all that material in a financial statement audit if spread across multiple smaller transactions.

A financial statement audit is not designed to detect fraud. It is specifally spelled out in the engagement letter.
Internal audit? that is a different set of procedures and detail and thresholds.
Doubt a town that small has an internal audit function.

Assuming original poster is using “audit” to encompass all the various types of audits, lol, because there’s no way a town that size has an internal audit function.

Definitely. Some states have legislative auditors or others that come in and audit looking for fraud and misuse.

“Internal audit” loosely used
Someone has to pay the credit card bill, you’d think they would have a look at the transactions on each monthly statement before submitting payment. Hell, maybe that’s who is behind all of this — come on down Trisha Lowry.

Hopefully the cops were not part of it.
Using the credit card number, places can either pull up video of the "in store swipe" or the quickly provide address to where the products were delivered... same with Verizon, TikTok Shop, and other places... especially the tire shop.
This seems like a slam dunk case, shady that they have not announced anything.
