I'm retired fire/ems. Our department tried the same, and I guess still does, I've only been retired a little over a year. It's hard to get black applicants in the fire service, and when you do, it's hard to keep them. I have worked with some incredible, and I mean incredible, black FFs, whether my supervisors or ones I've supervised. Still to this day, friends with many of them. Not saying I agree with the mayor on passing up white people for black people if that's what they are doing.

The department I worked in was probably close to 60-65% black city, where at the time the dept was probably 80% white. The issue is, we'd try to hire, say, 50 people, and 45 of the applicants were white.
