"We are going to start immediately…we can do this with uncrewed robotic vehicles and landers and we are going to start in 2027. And I think the public is going to be able to tune in and almost watch us build this space in real time as we start landing on the moon."

This is exciting if it actually goes through as soon as they said, because whoever builds and maintaining the first Üner base is going to gain an enormous power factor both economically geopolitically going forward. The moon is a huge natural resource for helium, which is important in numerous fields and is becoming scarcer on the planet as time goes by. - but not only that, whoever establishes a functional base, and to be followed soon by a stage point for launches from the moon will gain a foot hold in that area and possibly maintain a monopoly for at least sometime on who gets to access and obtain resources outside of earth and the moon.

Same goes with Elon’s dream of colonizing mars.

Etc.
Now if you told me that we found Earth 2.0 and need these bases as setting points to launch people to that planet, then I’m all for it.
Otherwise, living in an artificial world just sustain life doesn’t seem like living to me.
Additionally, Elon’s deal with mars is because he believes that earth will one day be destroyed and humanity wiped out.
Question that I have never seen asked is, “well, if you need artificial apparatus, fuel, etc from earth, how are the settlers on mars going to survive when their earth life line is gone?”

If it establishes our presence there, has robots that are fully within our control and is available for American visitation and habitation at any time, then I'd say "yes", it's definitely a base.
It's the 21st century now.
