In a manner of speaking, I'm sure this is happening on some level. We know the Kurds are moving in, Mossad/CIA probably have been in contact with some form of Iranian resistance for many months(as this operation was being planned).
Obviously, this is something that would occur behind closed doors and the public wouldn't be aware. IMHO

Well, in fairness,because of Iran\Contra, we learned to manage distribution of such thru associations & NGOs. The Kurds pipeline will allow those currently unarmed to gain firearms & munitions.
