This has been well known for years. CIA looked at ways to spread non-lethal chemicals to a population, but it wasn't intended for the U.S. They were looking at ways to affect the USSR if there was ever a hot war. LSD was something they looked into. They wanted to make everyone trip so they couldn't resist an invasion.
