The Board of Peace is not associated with the US government and best I can tell it is essentially something Trump controls and it is chartered such that he would be the chairman in perpetuity. I think many nations see the payment to join as essentially a protection racket to line Trump's pockets. That is why Carney offered to join without paying into it because it sort of calls Trump's bluff on what this is about in their eyes.

That doesn't really change the context of my statement and frankly revoking the membership after Carney said he wasn't paying for a permanent seat makes it look more suspect.

Carney suggested openness to joining but then changed his mind, maybe you have a better source than me.
26 countries have joined already and the "usual suspects" in Europe have declined their invitation. It makes complete sense that the certain countries within Europe would not join since it would be political suicide for the leaders in those countries.
