The problem with this analysis is that in the real world, no officer is going to make some sort of change in judgment while deciding whether a 2nd or 3rd shot is necessary.
Once an individual is deemed a threat in immediate need of neutralization, that becomes the objective.
You are trying to apply football-esque replay review to a literal split second decision by an LEO.

I THINK the guidelines say that DHS agents aren't supposed to block cars with their bodies. Too late for me to look up. For the fourth time, I think the shooting was justified.
As a practical matter, I doubt she saw the officer in front. He came from her right. She was trying to get away from the agents on her left.

Michael Byrd shot an unarmed woman from ambush without warning and that was just fine with these people.

But like you said, the shooting was justified. If she hadn't acted aggressively, response wouldn't have required force to end the situation. It's like running from the police when you say you didn't do anything wrong.
