Dem Governors of CA and NY want people to flee their states

Maybe I'm missing something, but how can they do that? The states have no jurisdiction or even control over federal income taxes. If they did, you would've already seen NY and CA stop paying federal income taxes to stick it to Trump.
The Federal government simply bypasses the states and tells the employers, based on the employee's W-4, what to take out.
Or is this that NY and CA are saying these people still have to pay state taxes on tips?

no there not exempting them from state income taxes believe or not you also live in a state. in fact most of the government you actually experience happens at that level. in fact it appears tips are still subject to arkansas state income tax.

this entire thing is interweb fake news it singles out the usual blue states to fan the flames of outrage, and then conveniently leaves out the fact that the bill didn't exempt tips from state income taxes. meaning every state that has a state income tax is still taxing tips on the state level including arkansas

I haven’t paid a dime in state income tax since moving from LA 30 years ago.
