“This didn’t pause. It adapted. Stall, delay, regroup — that’s the strategy.”

Then she got to the core of it:

Accountability.

She said without it, everything repeats.

“No accountability means COVID abuses happen again. The same people do it again.”

And she named the testing ground

California.

Why California?

• Only two-thirds of states needed to change the Constitution
