Shouldn't IBEW jobs have pay rate listed in the job book or whatever it's called?

Call the local and find out if the customer and/or contractor has any kind of PLA or independent contract.

Our local has it's own payscale, but some customers and companies have their own PLA's that affect OT rates. For example, the power houses in my local don't pay time and a half on Saturday unless you've already hit your 40, and they don't pay double time on Sundays at all.
