“21 states including California, New York, and Minnesota, blue states continue to say no. As of next week, we have begun and will begin to stop moving federal funds into those states until they comply.”

Very simple.
The FedGov is prohibited, by law, from giving SNAP and other benefits to illegals.
The refusal of these states to furnish this information makes the FedGov a willing participant in patently illegal activity if it continues to provide such funding.
