Navarre Beach Fishing Pier Yellowfin tuna- interesting HMS permit issue

Anyone else see this? Solid yellowfin caught off Navarre beach pier and at least one other was hooked. They also had a day of over 25 blackfin caught.
Apparently an HMS permit for pelagics is required to keep a yellowfin and you can only purchase one for a boat. So technically this was an illegal catch. The permit is $26.50 I believe so not exactly expensive. It’s not needed for blackfin.
I know photo says Pensacola but it’s wrong

That is indeed the Pensacola Beach pier.

Interesting. Everything I thought I read said it was Navarre. There was a second Yellowfin hooked but not caught, maybe that was on Navarre. IDK.
They are fairly close to each other either way

In my opinion, a Federal HMS Permit is required for vessels only, not for fishing from land or from a pier. Plus these fish were caught in state waters, not federal. Possibly a grey area subject to debate by some enforcement agency.

That's because it is the Navarre Pier.

If you look at the background of both pics and also look at the map, the western side of the Navarre Pier has condos right by the pier.
The Pensacola pier does not.
In the background of the yellowfin pic, there aren't any condos
In the background of the balckfin pic, there are.
I'm just pointing out that looks to be the Pensacola pier, but I could very well be wrong. Just an observation. I've never been to either place.

Yeah they are less than 20 miles from each other. Folks were catching black fins off of both earlier this week. I'm sure someone hooked a yellowfin off the Navarre Pier as well.

You aren't wrong, and your observations are spot on.

yeah this is a "loophole" of sorts.
Pretty sure the HMS folks are aware of it and something will come of it during the next regulatory cycle.
Some people don't realize how much those pelagic species are managed. Look up ICCAT on google.

There is not a loophole.
Frequently Asked Questions: Atlantic Highly Migratory Species Permits

Can I fish for tunas without a permit if I am not on a vessel?
No, only permitted vessels may fish for Atlantic bluefin, bigeye, albacore, yellowfin, and skipjack tunas in the Atlantic, Gulf of America, and the Caribbean. If one of these species is caught incidentally during fishing activities from shore or from an oil rig, it must be released immediately.

Yeah it’s no loophole, it’s straight “illegal” from everything I’ve seen. Apparently there were bluefin off a pier in the Atlantic recently and they shut the pier down the second day….ridiculous. Again, $26.50 permit…lol.
Pier shut down due to bluefin

I heard someone at the Navarre pier (a regular at the pier) say that NOAA is already on it and they will probably be going after the people that caught them and the people that gaffed them.
Catch of a lifetime from a pier regardless how it plays out.

It takes a lot of effort to be a "legal" outdoorsman in this country these days. Ridiculous.

I say F the Police on this one. It’s just another ridiculous restriction placed on sportsman by the government.
But these guys should know better than to plaster their illegal catch all over social media.

2nd picture is 100% Navarre Beach. First pic is not. Not sure where first pic was taken.
