The federal funds should be dispersed exactly as they would have been if Cuomo had won. No more or no less.
If they fail under his leadership then he can be voted out

What amount of fed money normally goes to NYC? That's the amount of fed money that should still go to NYC.
If his ideology is such a failure then it will fail under the same conditions that Cuomo's plan would have failed under right?
I don't think they should receive "bail out" money if they fail. But they also shouldn't be handicapped to try to make sure they fail.
