Medicaid - Medicaid is a state/federal with a 2:1 match from the fed. Medicare is strictly fed.

Well, only American citizens needed vaccine papers. Illegals were welcome in with no proof of Covid vax, regular vax, clean bill of health or identity. Good gig if you can keep it.
