LOL... Yeah, thats not how this works.

While I don't agree with Trump pulling from Boston, he can if he wants. He can just tell FIFA to get F'd and bar them from entering the country.

Why wouldn't he want to do it via conversation first? He doesn't have to jump straight to barring entry or executive order
