I understand that there are repercussions for going online, especially facebook, and threatening and telling people youre going to do something - but getting arrested for posting one meme seems a little 1984

The sheriff said that Bushart was posting concerning memes on a Facebook forum.
“One of the posts included a picture of President Donald Trump with the caption ‘Let’s get over it,’ referencing a Perry High School shooting. Bushart titled the post, ‘It Seems Relevant Today,’” the sheriff said.
The sheriff said that the post created concern among residents, many of whom believed Bushart was referencing a potential Perry County High School shooting.
“Investigators believe Bushart was fully aware of the fear his post would cause and intentionally sought to create hysteria within the community,” the sheriff added.
He was arrested with the help of the Lexington Police Department and is awaiting transfer to the Perry County Jail.
“The Perry County Sheriff’s Office and the Perry County School System take all threats of school violence seriously. Every threat is investigated thoroughly, and charges are pursued when evidence supports them,” the sheriff’s office said.
“Creating mass hysteria in our community will not be tolerated,” said Sheriff Nick Weems. “We will continue to act quickly and decisively to protect our students and our citizens.”
Without posting the meme which caused the ruckus, this is a non-story. I miss the days when news sites had messageboard features which allowed users to called out shitty journalism like this.

Why did you only quote half of the description of the meme and leave off the half that was the primary issue?

Obviously, the part that people took as a threat was the "seems relevant today", which people took as a threat of a school shooting that was going to happen that day. You could work for MSNBC with those manipulation skills.
