Per Mike Davis, Comey was issued a summons instead of an arrest warrant.

So he was not formally arrested and perp walked. They are calling it an unintentional mistake.

Mike is saying Lindsey Halligan made an administrative error because he is swamped (no pun intended) and no one else has the balls to do this. He just said a senior source said it was discovered too late to do anything about it.

Only if the OG charges were timely and it does not broaden or substantially amend the initial charges.
