My employer has 20k employees in India and that number is growing. Seems like this would have no impact.

Company has 60k employees. 20k sit in India. So instead of bringing them to the US they just move the jobs to India. It looks like there’s an exception for US Corporations.

The part you quoted is giving an exception for US possessions. Outsource back office to Mexico and you'll run afoul of this proposed legislation. Outsource back office to Puerto Rico and you don't.
