Nope...I don't that someone in power on the left planned or paid for this, because it will have the opposite effect of what they wanted. The Democratic party was weak and neutered before this. Now, they are hiding and feel hunted. The country hates them more than ever now. This assassination now has a very predictable outcome, and it has made Democrats a pariah.
