No I'm aware that Trump cares about and works on his policy. It's his constituency that cares way more about memes and owning the libs than real policy solutions.
And no, executive orders that are struck down by the courts are not real policy solutions.

In many cases, only temporarily struck down. Everyone paying attention realizes that misusing the courts to slow Trump down is a Dem strategy. Their only strategy that has been employed over the last seven months.
